We know that when Upton thinks someone is doing something wrong they usually are. She has a good sense for criminals especially when it comes to those trafficking young girls. So it was not surprising to find out that she was right about Sean O Neal being involved in trafficking girls a few episodes ago. The problem is she could not prove anything. Fortunately she has Intelligences backing. They trust her gut despite everything she has going through right now. This is not her looking for a case to get over Halstead leaving or to ignore the empty apartment she goes home to.
The problem is the team will need to work in secret. They know Sean is up to something but he has elusive and smart. His dad is a cop of course he knows how to hide his tracks. Intelligence can not have things getting back to the chief just yet. They need solid proof before that can happen otherwise the chief will sweep it all under the rug.
Take a look at the promo for the episode. We get a look at how elusive Sean can be. He knows that Upton suspects something but he has not going to give anything away. Voight believes Upton but they can not shoot and ask questions later. They need to have the proof in their hands. The synopsis tells us the same story. Its clear in that Sean is hiding his tracks well and that Intelligence need to do this without the chief finding out. At least the whole team is working together.
